The Committee shall establish subcommittees, comprising its members or other individuals, to examine specific topics presented thereto. The Committee may also engage experts and specialists as needed, inviting them to attend its meetings or those of the subcommittees to provide opinions thereof or furnish any necessary information. Individuals invited to assist the Committee shall not have the right to vote.
