The Committee shall be formed under the chairmanship of a representative of the Presidency, and the membership of representatives of the relevant federal and local agencies, provided that the number of Committee members shall not be less than (7) seven members in addition to its Chairman. A resolution shall be issued by the Minister to appoint the Committee members.

The Committee may include specialists from the private sector in its membership, based on a proposal from the Committee Chairman.
